電信修法 立委批剝削中華電信

    　電信法修法規定中華電信要以成本計價方式釋出用戶迴路給其他競爭對手使用，立委蔡正元認為民間業者不思建設、只挑賺錢的生意做，國家通訊傳播委員會（NCC）應一體適用，而非「賺錢的你讓他用成本來剝削中華電信」，太不公平。

    　蔡正元針對「最後一哩（Last Mile）」質詢NCC主委石世豪，為何中華電信工會對政策哇哇叫，石世豪說中華電信員工是替公司護產，認為多年投入心血不應透過一紙法令就開放出來、讓所有業者使用，蔡正元說工會主張不無道理，民間業者要用，也要合理價格來買賣，不能讓民間業者穩賺。

    　石世豪強調最重要的是其他措施應該生效，包含用戶迴路要以成本計價方式釋出讓其他競爭對手使用，蔡正元反問「為什麼一定要成本計價？它的投入是不要錢的是不是？其他業者獲利率那麼高，遠傳和台灣大哥大都很賺，賺錢的你讓他用成本來剝削中華電信，這個不公平。」

    　石世豪解釋這涉及樞紐設施或關鍵設施，蔡正元認為樞紐設施也要合理收益，「如果今天遠傳、台哥大沒賺錢，你說成本價砍一點我都同意，中華電信至少還是納稅人當股東。」他建議電信業者都應用獲利率來計算成本，「如果他們很賺錢，就讓中華電信一樣賺錢，那才公平。」

    　石世豪說這很有創意，蔡正元強調「這不是創意，這是公平正義。」是最簡單、最公平的方式，「有些民間電信業者只做賺錢那一塊、賠錢的就不做。要賺都穩賺的，沒有這個道理。」NCC不可逼業者做不賺錢的生意，NCC要中華電信讓出東西來，就要符合公平原則。
