顯示電信業者別 判台○大違個資法

    台○大公司利用手機可攜碼資料庫，開發名為M+Messenger的APP通訊軟體，使用者下載後，通訊錄會顯示每個人的電信公司，被判違反個資法。

    據報導，M+Messenger的APP通訊軟體，台○大與關係企業酷○公司一起推廣，消費者下載後，手機通訊錄會自動顯示朋友們手機是哪家電信公司，目的希望用戶可以利用網內互打，控制通話費；但有民眾主張沒經過同意，就公開用戶的手機電信公司，違反個人資料保護法，向台○大和NCC投訴，未獲得正面回應後，決定提告。

    法官認為，門號所屬的電信業者透過與其它資料比對，可間接識別特定個人，違反個資法。台北地方法院認定台○大違法利用資料庫內容，侵害人格權，應與酷○公司連帶賠償500元。

    據管理資料庫的電信技術中心官網揭示，資料庫有約2800萬筆手機號碼資料，扣除公司門號，潛在求償群十分可觀，後續若有其他消費者跟進訴訟，可能成為個資法實施以來最大宗的賠償案。
