電信業者將資費降十％至十四％，讓民眾有感。

電信業者賺很多，國家通訊傳播委員會（ＮＣＣ）過去六年每年規定業者調降三％至五
％零售費率，民眾總抱怨「無感」，今年新上任的ＮＣＣ委員「新人新政」，昨天同意
業者明年「中間價格」降幅達十四．四％，據此「期待」業者將資費降十％至十四％，
讓民眾有感。
所謂「中間價格」是指不同電信公司用戶通話互連時，兩公司按受話時間進行拆帳的費
率。目前網外通話費每分鐘約四．八到九．六元，其中二．一五元是行動接續費。
ＮＣＣ昨通過明年起連續四年「中間價格」複合成長率為負十四．五％，將每分鐘二．
一五元逐步調降至一．一五元，明年首先降到一．八四元。
要求新資費一月推出
有電信業者透露，ＮＣＣ已與業者協調，電信資費降十四％，並要求明年一月就實施新
費率。業者則估計，新資費約會在農曆年前推出，確切降價幅度仍在研擬中。
固網部分，ＮＣＣ昨天通過必須連續調降四年，換算明年固網費率約降三．一七四九
％，ＡＤＳＬ約一百八十五萬用戶將可受惠，明年四月一日開始實施。
ＮＣＣ發言人虞孝成表示，如果業者四年降價幅度令人不滿意，ＮＣＣ會收回中間價格
管制模式，目前月租型資費和易付卡都已要求凍漲，業者應會祭出調降方案。
消基會副秘書長林宗男說，ＮＣＣ作法無異是繳械。他批評：「ＮＣＣ究竟是在保護消
費者，還是捍衛業者權利？為何不能直接要業者降價？業者最好真的將資費調降十四
％，否則，請ＮＣＣ立即提出補救措施！」
